// 德爾菲法與 AHP 審定結論

本研究六角指標權重配置（20%, 20%, 15%, 15%, 15%, 15%）歷經三輪匿名德爾菲專家問卷諮詢，並經層級分析法（AHP）構建判斷矩陣。一致性指標 CI = 0.038，隨機指標 RI = 1.24，一致性比率 CR = 0.028 < 0.10，符合國際統計學高度一致性標準。

篩選年營業額新台幣 5,000 萬元以上且具備常態外銷通關實績之實體營業人。

環境部氣候變遷署《事業溫室氣體排放量申報平台》
